PROCLAMATION  

RE: RESEARCH SANCTUARY

Dr. Louis B. Daniel III, Director, Division of Marine Fisheries, hereby announces that effective at 8:00 A.M., Monday, April 28, 2014, the following areas are declared research sanctuaries and ARE CLOSED to all fishing equipment:

I. AREA DESCRIPTIONS
PENDER COUNTY

Virginia Creek Shoal – Topsail Sound – On the ocean side of the Intracoastal Waterway (ICW) in Topsail Sound across from the mouth of Virginia CreekAn area consisting of approximately 0.25 acres in size and delineated by four marked pilings with a boundary as shown in the attached map. The locations of the pilings are as follows:
1. 34° 24.4375” N 77° 35.8972” W
2. 34° 24.4332” N 77° 35.8928” W
3. 34° 24.4658” N 77° 35.8400” W
4. 34° 24.4710” N 77° 35.8433” W
Pecan Grove – Topsail Sound – On the inland side of the ICW in Topsail Sound in the Pecan Grove region. An area consisting of approximately 0.25 acres in size and delineated by four marked pilings with a boundary as shown in the attached map. The locations of the pilings are as follows:
1. 34° 23.9745” N 77° 36.8355” W
2. 34° 23.9703” N 77° 36.8303” W
3. 34° 24.0048” N 77° 36.7811” W
4. 34° 24.0090” N 77° 36.7865” W
II. GENERAL INFORMATION:
A. This proclamation is issued under the authority of N.C.G.S. 113-170.4; 113-182; 113-221.1; 143B-289.52; and N.C. Marine Fisheries Commission Rules 15A NCAC 03H .0103 and 03I .0109.
B. It is unlawful to violate provisions of any proclamation issued by the Fisheries Director under his delegated authority pursuant to N.C. Marine Fisheries Commission Rule 15A NCAC 03H .0103.
C. The sanctuaries will be used by the University of North Carolina Wilmington to identify potential interactions of shellfish culture on adjacent sea grass habitat.
D. Contact the N.C. Division of Marine Fisheries, P.O. Box 769, Morehead City, NC 28557 (252) 726-7021 or (800) 682-2632 for more information or visit the division website at http://portal.ncdenr.org/web/mf/.
E. N.C. Marine Fisheries Commission Rule 15A NCAC 03I .0109, specifies that these Research Sanctuaries may be in effect for up to one year, subject to renewal at the end of that year.

Chris, of East Coast Sports, reports that anglers are catching good numbers of fat pufferfish off Topsail Island’s piers, and some sea mullet are just beginning to join them in anglers’ coolers. Plenty of smaller sharks and skates are in the mix as well. Shrimp and cut baits on double-drop rigs will tempt bites from all the bottom feeders, and the action should improve and anglers should see more mullet as the water temperatures climb over the month.

The prospects for saltwater fish species changed negligibly last year, according to stock-status reports from the N.C. Division of Marine Fisheries.
Oddly enough, the anecdotal experiences of coastal residents, guides, captains and visitors often don’t match the information in the 2012 reports, the latest at the Division’s web site. This may look like fun, but these fish will destroy this river if they are not checked. They are not native to the US and are ravenous, eating everything in their path, and multiplying faster than rabbits.

Spot bite at Surf City Pier

I was able to get to Surf City Pier for a couple of hours this morning. The bite consisted of sharks, rays, puffers, and spots. I kept enough spots for lunch today. They were not big, but it's been too long since my last seafood fix. Bait used was shrimp and blood worms, (left overs from last Friday, opening day at Surf City Pier.)Fished high tide until about noon. Weather was clear and a bit cool on the pier in the breeze.
